  • Agents who intend to sell, solicit or negotiate long-term care insurance

  • Agents who advise clients on Medicaid planning implications
  • Producers who need the initial training before writing Partnership policies
  • Agents who need long-term care credit toward Virginia's renewal total

βœ… Does This Course Satisfy the State Requirement?

This course provides 8 approved hours toward the 16 hours Virginia licensed resident insurance agents in a single license category must complete. It does not satisfy the full requirement on its own, and it does not satisfy the separate 3-hour ethics requirement.

If you hold more than one license category your requirement is 24 hours rather than 16, with a minimum of eight hours in each category you hold. These 8 hours apply to the Long-Term Care category.

βœ… Virginia Continuing Education Requirements

Under Virginia Code Β§ 38.2-1866, an agent licensed in a single license category completes 16 hours of continuing education each biennium. An agent holding licenses in more than one category completes 24 hours, with a minimum of eight credit hours in each category held. Of the total required credits for each biennium, three credit hours must be in insurance ethics, which may include insurance law and regulations applicable in the Commonwealth.

  • 16 hours per biennium for a single license category
  • 24 hours per biennium if you hold more than one category, with at least 8 hours in each category held
  • 3 of the total credits must be in insurance ethics, which may include Virginia insurance law and regulations
  • No more than 75 percent of required credits may come from courses provided by insurance companies or agencies
  • Single categories include life and annuities, health, property and casualty, personal lines, and title

Virginia exempts agents licensed during the final 13 months of a two-year period from the requirement for that biennium, under Β§ 38.2-1871. Nonresident agents who meet their home state's requirements and consultants who satisfy the requirement for each license category held are also addressed there. Check your own license record rather than assuming an exemption applies.

How this course helps: This 8-hour course contributes 8 of the 16 credit hours a single-category Virginia agent must complete each biennium, or 8 of the 24 hours required when you hold more than one category. It is approved in the Long-Term Care category. It does not satisfy the separate 3-hour ethics requirement and it does not complete the renewal on its own.

βœ… When Do Licensees Renew?

Virginia agents renew on a two-year biennium. Confirm your own biennium end date on your license record, because it is set from your licensing history rather than from a single statewide date.

βœ… How to Renew Your Virginia License

  1. Confirm your license categories and your biennium end date on your Virginia license record.
  2. Work out your total: 16 hours for a single category, or 24 hours with at least 8 in each category if you hold more than one.
  3. Complete the 3 required ethics credits from an approved ethics course, and the remaining hours in the categories you hold.
  4. Complete every hour before the last day of your biennium, and allow provider reporting time before that date.
  5. Check your Virginia CE transcript and confirm each course posted in the correct category.
  6. Complete the Bureau of Insurance renewal for your license and pay the applicable fee.
  7. Confirm your license shows active status with an updated expiration date, and keep your completion certificates.

Virginia expects the required credits to be completed within the biennium. Do not rely on a grace period; check your own license record for your biennium end date and finish ahead of it.

βœ… What You Will Learn

  • Describe the settings of care long-term care insurance pays for and how they differ in cost
  • Apply activities-of-daily-living and cognitive impairment benefit triggers correctly
  • Explain how the Partnership asset disregard interacts with Medicaid eligibility and estate recovery
  • Compare policy designs, benefit periods, elimination periods and inflation protection options
  • Apply the tax treatment of qualified long-term care contracts
  • Recognize suitability limits and the signs of elder abuse or financial exploitation

βœ… Course Content Overview

Hour 1: What long-term care actually is: the settings of care from home care through assisted living to skilled nursing, who needs care and for how long, current cost of care, and why health insurance and Medicare do not fill this gap.

Hour 2: Medicare, Medicaid and personal resources compared: what Medicare's skilled nursing benefit really covers, Medicaid eligibility rules including income and asset limits, the look-back period, and spousal impoverishment protections.

Hour 3: The Partnership program: how a qualified Partnership policy earns dollar-for-dollar asset disregard, reciprocity between participating states, estate recovery and how the disregard survives it, and the disclosure a Partnership policy must carry.

Hour 4: Benefit triggers and eligibility for benefits: the activities of daily living, cognitive impairment standards, licensed health care practitioner certification, the plan of care, and how a claim is actually opened and substantiated.

Hour 5: Policy design: daily and monthly benefit amounts, benefit periods and pools of money, elimination periods, home care and facility benefits, care coordination, and shared and joint policy structures.

Hour 6: Inflation protection: compound, simple and guaranteed purchase options, why inflation protection is required for Partnership qualification, and what the choice actually costs a client over a twenty-year horizon.

Hour 7: Tax treatment and funding alternatives: qualified long-term care contracts, deductibility limits, benefit taxation, hybrid life and annuity designs with long-term care riders, and the tradeoffs each alternative carries.

Hour 8: Suitability, ethics and consumer protection: assessing whether coverage fits a client's assets and income, the required suitability worksheet, replacement standards, rate increase history and disclosure, and recognizing and reporting elder abuse and financial exploitation.
