North Carolina requires 24 insurance continuing education credits during each biennial compliance period under 11 NCAC 06A .0802. Three of those credits must be ethics, taken from a course approved in the ethics category - general credit will not satisfy it, and the Department states there are no exceptions. Licensees holding a property, personal lines or adjuster license must also complete 3 hours of flood coverage in their first compliance period and every other compliance period after that, which works out to every four years. The 24-hour total is the same regardless of how many licenses you hold; holding more lines changes the mandated subject mix, not the total.

Your compliance date is set by your birth month and your birth year. Continuing education is due by the last day of your birth month, in odd-numbered years if you were born in an odd year and even-numbered years if you were born in an even year. North Carolina sets no limit on self-study or online hours, so the full 24 may be completed online. Hours above 24 carry forward to the next compliance period, although surplus ethics or flood credits carry over only as general credit and do not pre-satisfy the next period's mandated subjects. The same course does not earn credit twice in one compliance period. Exemptions are narrow - long-term medical disability or active military service only. There is no long-tenured exemption and no professional designation exemption. Nonresident licensees who meet their home state's requirements are deemed to meet North Carolina's.

North Carolina is unusual, and it is worth being precise about it. A resident producer license does not renew on a schedule - it stays valid until it is surrendered, cancelled or revoked. What runs on a cycle is the continuing education. Your CE is due by the last day of your birth month, in either odd or even years depending on your birth year. The license does not expire on a renewal date; it expires as a consequence of missing the CE deadline or missing the mandated ethics or flood hours. The January, April and September renewal dates you may have heard of apply to adjusters, business entities and surplus lines licenses, not to resident individual producers.


βœ… How to Meet Your North Carolina CE Requirement

  1. Confirm your compliance date. It is the last day of your birth month, in an odd year if you were born in an odd year and an even year if you were born in an even year. New licensees should check the Department's New Licensee CE Chart, because a first period can run longer or shorter than two years.
  2. Confirm which mandated subjects apply to you. Everyone needs 3 ethics hours. Anyone holding a property, personal lines or adjuster license also needs 3 flood hours in alternating periods.
  3. Complete all 24 credits, including the mandated subjects, before the last day of your birth month in your compliance year.
  4. Allow reporting time. Approved providers submit rosters to Prometric within 15 business days of the completion date.
  5. Check your CE transcript through Sircon Compliance Express and confirm the ethics and flood hours posted in the correct categories, not as general credit.
  6. If you are going to miss the date, request an extension through Sircon between 30 days before and the last day of your compliance period. The fee is $75 and it holds the license in Extended status for 30 days.
  7. Verify your license status and NPN through the NAIC lookup, and keep your own CE records for five years as the rule requires.

There is no grace period. Missing the compliance date on total hours, or on the mandated ethics or flood hours, causes the license to expire. You then have four months from the compliance date to complete the outstanding hours and pay a $75 administrative fee to Prometric to reinstate. After that four-month window the license goes inactive and continuing education will not bring it back - you must complete prelicensing education and pass the state exam again for each line of authority to be issued a new license. That is the reason to finish early rather than at the deadline.
